Cockpit Social Infrastructure (CoSI)

Imagine a digital tool that not only accelerates urban planning but also enhances its effectiveness, aligning seamlessly with the modern-day needs of a vibrant city like Hamburg. This is not a futuristic vision but a present-day reality thanks to the Cockpit Social Infrastructure (CoSI).

Initiated towards the end of 2017 and having completed its first development stage by early 2020, CoSI emerged from a collaborative endeavour among the City Science Lab (CSL) and the Urban Data Hub (UDH). This tool is crafted to enhance urban planning by delving into the quality of life across various city districts, a venture currently being refined by us and the Agency for Geoinformation and Surveying (LGV).

At the heart of CoSI is its prowess in offering a centralised digital platform for urban planners. It amalgamates vital regional statistical data, rendering it easily viewable at a glance. This feature empowers users to test out hypothetical scenarios and envisage the results, thus serving as an invaluable tool for thorough analysis. Moreover, its GIS-based planning support system bridges the communication between Hamburg's Urban Data Platform and municipal planners, smoothing the decision-making process among different stakeholders.

For decision-makers, CoSI unveils a spectrum of features that significantly streamline the planning process. It offers robust visualisation and analytical tools that provide a clear picture of urban dynamics, aiding in informed decision-making. The ability to simulate various planning scenarios allows decision-makers to forecast and evaluate the potential impacts of different planning strategies, ensuring that each decision is well-thought-out and data-driven.
